Applications are invited from interested and eligible candidates for appointment to the post of the Chairman, Arunachal Pradesh State Pollution Control Board (APSPCB), Naharlagun.

Salary
Rs. 182200 - 224100/- p.m. (Level 15 of Pay Matrix under 7th CPC) with an annual increment in next cell.
Age Limit
The maximum age limit of appointment shall be notexceeding 56 (fifty six) years as on the last date for the receipt of applications.
Tenure
The tenure of the Chairman shall not ordinarily exceed 3 (three) years from the date of his/ her appointment. The State Government reserves the right to remove the incumbent prematurely in public interest before the completion of three years.
Essential Qualification and other Experience
1. (a) Has Bachelor's Degree in science relating to environment or/ Bachelor's Degree in engineering/
medicines from a recognized University or Institute, and
(b) has special knowledge with practical experience of at least 5 (five) years relating to the environmental protection services including pollution mitigation practices and other related services in any of such fields, viz. Biomedical Waste Management, Solid Waste Management etc; or
2. Is an officer under the Central Government or State Government or public sector undertaking or a University or autonomous body or statutory body, and -
(a) holds an analogous post on regular basis in the parent cadre or department; or
(b) has 4 (four) years of regular service in the grade rendered after appointment thereto on regular basis in Level 14 of pay matrix of 7th CPC (Rs. 1,44,200-2,18,200/-) in the parent cadre or department: or person who has retired in the same level of Pay Matrix or Serving Officer in Level -14 of the Pay Matrix with regular service in the grade.
(c) possesses the qualifications and experience specified in clause (a) above: or
(d) is or has been in All India Service or in any Civil Service of the Union, holding the post in the rank of Secretary or equivalent in the Government of Arunachal Pradesh on regular basis and possesses knowledge and experience of at least three years in areas relating to environmental protection, pollution mitigation practices in any of such fields viz. Biomedical Waste Management, Solid Waste Management, etc.
(e) An officer working under the Central Government or
a State Government or a Public Sector Undertaking or a University or an Autonomous Body or a Statutory Body selected for nomination as the Chairman under clause (a) of sub-section (2) of Section 3 of the Water (Prevention and Control of Pollution) Act, 1974, shall also be considered for nomination as the Chairman on deputation basis.
(f) For the purpose indicated at clause (v) above, the period of Central Deputation including period of central deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization under the Ministry or Department of the Central Government shall not ordinarily exceed three years.
3. The person to be nominated as Chairman shall be of outstanding merit and impeccable integrity with no possibility of conflict of interest between his earlier employment and in holding the charge of the post of Chairman.
Desirable Qualification and Experience
1. Has a doctoral degree in environmental science management from a recognized university or institute and excellent record of peer reviewed research publications and experience of organizing environment related training programmes for service personnel.
Other Conditions of Service
1. In addition to the pay specified above, the Chairman shall be entitled to.-
(a) House rent and other allowances as per norms applicable to the Government of Arunachal Pradesh; Provided that where the Chairman is allotted an accommodation by the State Government, he shall not be entitled to house rent allowance and shall be required to pay a license fee as applicable.
(b) The travelling allowance and daily allowance, in respect of journeys undertaken by him in connection with his duties as the Chairman, at the rates admissible in the State.
(c) The medical facilities as are admissible in the State.
(d) The other conditions of service of the Chairman in the matters of allowances, leave, joining time, joining time pay, provident fund, gratuity, age of superannuation, retirement benefits and other conditions of service shall be regulated in accordance with such rules and regulations as may be notified from time to time.
Mode of Recruitment
The Chairman shall be appointed by a Search-cum-Selection Committee constituted under the provisions of the Arunachal Pradesh State Pollution Control Board (Qualification and other terms and conditions of service of the Chairman) Rules, 2018.
Terms and Condition
1. The services of the Chairman will be governed by the provisions in the A.P. Water Rules, 2008 as amended from time to time and terms and conditions prescribed in the A.P. State Pollution Control Board (Qualification and other terms and conditions of service of the Chairman) Rules, 2018 as amended from time to time.

1. Officers working in the Central or State Government or Public Sector Undertaking or recognized University or Government Research Institution or Autonomous or Statutory Body may send their application in 6 (six) sets through proper channel along with up-to-date Annual Confidentiaf Report dossier. Integrity Certificate and vigilance clearance and other documents. In case of such officers, the concerned parent ministry/ department/ organization forwarding the application should strictly ensure that the applicant officer fulfils the eligibility criteria stipulated for the post as explained above. In case of such selection, concerned authority shall release the person concerned immediately for their joining to the post.
2. Any incomplete applications and or without requisite documents and those which are received after the stipulated date shall not be considered and the same shall be summarily rejected.

APSPCB
The APSPCB was established under provisions of the Water (Prevention and Control of Pollution) Act, 1974. The APSPCB exercises functions related to prevention and control of pollution. The Chairman shall be a full time incumbent.
